The Tornado Puppet Mechanics.
The tornado character is a physical prop rather than a digital effect. It's basically a wire frame that's shaped like an upside-down cone and covered in grey fabric. The eyes are mounted on a stationary central pole, while the body rotates via an internal motor.
Hybrid Practical Weather Effects.
To make it look like it was raining inside Elmo's room, the crew used a mix of real and digital effects. The autumn leaves blowing through the door are physical props that have been thrown onto the set, while the falling rain and snow are digital overlays that have been added during post-production.
Active Elmo for Stunts.
So, during the "Tickle Me Land" bit, Elmo does this flip while he's windsurfing. They used the "Active Elmo" puppet, which needs a bunch of puppeteers in blue suits to move the limbs against a blue screen for a full range of motion.
The Weather Lady and Sunny Boy.
The "Weather Channel" parody stars the Weather Lady and her pooch, Sunny Boy. This bit is pretty unusual, as it's the only time a Muppet dog gets to speak, and it's there to explain the weather patterns on the screen.

Video E-Mail
Elmo has a new video e-mail. Oscar the Grounch keeps his can’s lid open during the rain. He also talks about how Fluffy loves splashing in the puddles. Oscar wants that Elmo scrams but then he realized that he’s sending this e-mail. Finally, he scrams himself.
