The Penguin's Origins

You see Penelope Penguin visiting the street as Big Bird's pen pal. This character first appeared as a background puppet in the Elmo the Musical segment called Airplane the Musical. The production team decided to give her a speaking role in this episode to address her tendency to over-exceed.
